From 2004 through early 2006, my husband, Garson, used to drop me and our first son off at Kemah Boardwalk and then drive to the City Council meetings to duke it out with the City Council members.
He said he knew the future, that change was coming to Clear Lake and now was the time.
I spent a lot of time with my son on the Merry-Go-Round as studies were voted for which recommended forming "long term planning" committees that concluded 3D models (for analyzing shadows, amongst other things) were needed and, of course, the people who lived in the City of El Lago needed to be polled.
Dispite frightening NIMBE (not in my backyard) mass emailed propaganda, the people, it turned out, favored responsible development.
A zoning change was drafted and finally, finalized.
